LOLER Thorough Examinations for Lifting Equipment

The Lifting Operations and Lifting Equipment Regulations 1998, commonly known as LOLER, require that lifting equipment used at work is thoroughly examined at specified intervals by a competent person. These regulations exist to ensure lifting equipment remains safe, reliable and suitable for continued use.

What Is a LOLER Inspection?

A LOLER inspection, formally known as a Thorough Examination, is a detailed and independent inspection required by law for lifting equipment used at work. It is separate from routine maintenance and servicing and must be carried out by a competent person.

The purpose of a Thorough Examination is to identify defects that could affect the safe operation of lifting equipment and to ensure ongoing compliance with statutory regulations.

What Equipment Does LOLER Apply To?

LOLER applies to lifting equipment used to lift or lower loads, including people. This includes both fixed and mobile equipment across a wide range of settings.

Examples of lifting equipment covered by LOLER include:

  • Passenger lifts and elevators

  • Goods lifts and service lifts

  • Platform lifts, step lifts and wheelchair lifts

  • Disabled access lifts

  • Evacuation and firefighting lifts

  • Home and domestic lifts used at work

  • Mobile elevating work platforms including MEWPs, scissor lifts and cherry pickers

LOLER Inspection Intervals

LOLER requires lifting equipment to be thoroughly examined at the following minimum intervals:

  • Every 6 months for lifting equipment used to lift people

  • Every 12 months for lifting equipment used only to lift goods

  • At intervals specified within a Written Scheme of Examination, where applicable

These intervals apply regardless of how frequently the equipment is used and regardless of routine maintenance.

What Happens During a LOLER Thorough Examination?

During a LOLER inspection, our Engineer Surveyors will carry out a structured and methodical assessment of the lifting equipment, including:

  • Visual and functional checks

  • Examination of safety devices, controls and emergency systems

  • Inspection of load bearing components, chains, ropes and fixings

  • Review of previous inspection reports and maintenance records

  • Identification of defects affecting safety or compliance

 

Where serious defects are identified, we will advise that the equipment is removed from service until remedial action is completed.

LOLER Reports and Documentation

Following each inspection, we provide a clear digital LOLER report which includes:

  • Equipment identification details

  • Date of examination and next due date

  • Summary of inspection findings

  • Details of any defects affecting safety

  • Recommendations for remedial action

  • Photographic evidence where relevant

These reports form part of your statutory safety records and should be retained for audit, insurance and compliance purposes.

LOLER and PUWER Compliance

In many cases, lifting equipment is also subject to the Provision and Use of Work Equipment Regulations 1998 (PUWER). These regulations require that work equipment is suitable, maintained and inspected where safety depends on its condition.

Where applicable, our inspections consider compliance with both LOLER and PUWER to provide a complete assessment of safety and legal obligations.
